Mark Taylor

Mark Taylor was appointed to the AWBA Commission on February 8, 2023 by Central Arizona Water Conservation District President Terry Goddard. Mr. Taylor was elected to a six-year term on the CAWCD Board representing Pima County on November 3, 2020. His term expires December 31, 2026. Mr. Taylor graduated with BS in Civil Engineering and earned his MBA, both from the University of Arizona where he continues as a member of the Department of Civil and Mechanical Engineering Alumni Industry Council.

A Professional Civil Engineer in Arizona and three other states, Mr. Taylor has been working in the field of water utility planning/design and water policy throughout Arizona for more than thirty years. He is Vice President and founding Partner of WestLand Resources, a successful Arizona-based engineering and environmental consulting firm established in 1997, with offices in Tucson, Phoenix, Flagstaff, and Globe. His extensive professional experience includes work with municipal, county, and state governments, and mining, development, and industrial clients throughout Arizona.

Mr. Taylor served on the Tucson Water Citizens’ Water Advisory Committee from 2009-2022, serving as its representative to the Pima County Regional Wastewater Reclamation Advisory Committee and a term as Chairman. He is an international volunteer with Water for People, a non-profit organization founded by the American Water Works Association, providing safe drinking water to economically‑challenged communities throughout the world, including five projects in South and Central America and an upcoming project in Rwanda. An advocate of the military community, Mr. Taylor also serves as Honorary Commander of the 43rd Electronic Combat Squadron at Davis Monthan AFB, and is an active member of DM50 and the Military Affairs Committee of the Tucson Metro Chamber of Commerce.

Mr. Taylor has lived in Arizona for 39 years. He and his wife, Lori have been married for 29 years and have two grown sons; Ben, an officer in the Navy currently stationed in Pensacola for advanced flight training for helicopters and Jack, currently attending Embry-Riddle Aeronautical University in Daytona Beach, Florida where he is earning his degree in Aerospace Engineering and hopes to become a NASA astronaut.
